Google Ads Conversion Tracking Not Working? 9 Causes and Fixes
7 September 20268 min read

When Google Ads conversion tracking stops working, the damage goes beyond a gap in your reports. Smart bidding uses conversion data to decide what to bid on, so missing or inflated conversions change how your budget is spent from that moment on.
The good news is that most problems come from a short list of causes. Work through them in order and you will usually find the culprit.
Quick answer: If Google Ads conversion tracking is not working, check the conversion action status in Goals, confirm the tag fires once on the right page or event using Tag Assistant or GTM Preview, make sure the conversion linker is present, check consent settings, and confirm the action is set as Primary. Remember that conversions are attributed to the click date and can take several hours to appear.
First, confirm it is actually broken
Before changing anything, rule out reporting quirks:

- Processing delay. Conversions can take a few hours to show, and imported GA4 conversions can take longer.
- Click date attribution. Google Ads reports conversions against the date of the ad click, not the date of the conversion. A lead today from a click last week appears in last week's figures.
- Conversion window. If the window is 30 days and someone converts on day 45, it will not be counted.
- Column choice. The Conversions column only includes Primary actions. "All conversions" includes Secondary ones too.
If the numbers still look wrong, move on to the causes below.
9 causes of Google Ads conversions not tracking

1. The conversion action is inactive or unverified
In Goals, each conversion action shows a status such as "Recording conversions", "No recent conversions", "Unverified" or "Inactive". Unverified usually means Google has not detected the tag. Inactive means it has not recorded anything for a while.
Fix: Open the action, check which tag or source it uses and test it using Tag Assistant. If it is a GA4 import, confirm the key event is still marked as a key event in GA4 and that the accounts are still linked.
2. The tag is not firing, or is firing in the wrong place
The most common cause of Google Ads conversion tracking not working. A trigger was based on a thank you page URL that changed, a form that now submits without a page load, or a button class a developer renamed.
Fix: Use Google Tag Manager Preview mode, complete the conversion yourself and check whether the conversion tag fires. If not, look at why the trigger conditions failed. For forms, a data layer event pushed on genuine successful submission is more reliable than click triggers or URL triggers.
3. The tag fires too often
The opposite problem. Conversions are inflated because the tag fires on every page load of the thank you page, on refresh, or on both a click and a submission.
Fix: Tighten the trigger, use a transaction ID for purchases so Google can de duplicate, and set lead actions to count "One" per click.
4. Duplicate tracking from two sources
Many accounts track the same action twice: once with a Google Ads conversion tag and once by importing the matching GA4 key event, with both set as Primary.
Fix: Choose one source as Primary for bidding and set the other to Secondary, or remove it. Google Ads tags are generally more precise for bidding. GA4 imports are useful for consistency with analytics reporting, but should not be double counted.
5. Conversion linker missing or blocked
When using GTM, the Conversion Linker tag stores click information (the gclid) in first party cookies so a conversion can be matched back to the ad click. Without it, conversions can go unattributed, especially in browsers with strict cookie rules.
Fix: Add a Conversion Linker tag firing on all pages. If you use the Google tag (gtag.js) directly, the linker functionality is built in.
6. Consent Mode is misconfigured
In the UK and EEA, Consent Mode v2 controls how Google tags behave based on user consent. In basic mode, tags do not load until consent is given, so non consenting users send no data. In advanced mode, tags load and send cookieless pings when consent is denied, which supports conversion modelling. Problems arise when the consent banner defaults everything to denied and never updates after acceptance, or when tags fire before consent state is set.
Fix: Check in GTM Preview that the consent default is set before tags fire and that consent updates when a user accepts. Make sure ad_storage, ad_user_data and ad_personalization are all handled, not just analytics_storage.
7. The gclid is lost before conversion
If redirects strip URL parameters, or your site moves users across domains (for example to a booking platform or payment page), the click identifier can be lost.
Fix: Test by clicking a URL with a test gclid parameter and checking it survives redirects. Configure cross domain tracking in the Google tag where users move between domains you control, and check that auto tagging is enabled in the Google Ads account settings.
8. Offline or CRM conversions are not matching
If you import qualified leads or sales from a CRM, failures often come from missing gclids in the CRM, wrong time zone formats, or uploads arriving after the conversion window.
Fix: Capture the gclid in a hidden form field and store it against the lead, check upload diagnostics in Google Ads, and consider enhanced conversions for leads, which matches on hashed first party data such as email address.
9. Wrong settings on the conversion action
Small settings cause big confusion: the action is Secondary so it does not appear in Conversions, the value is zero, the window is too short, or the action is in the wrong goal category.
Fix: Review each action's goal, Primary or Secondary status, value, count setting, click through window and attribution model. Data driven attribution is the default for most actions.
A quick diagnostic routine

- Open Goals and note every action's status and Primary or Secondary setting.
- Run GTM Preview and Tag Assistant while completing each conversion.
- Confirm each tag fires exactly once, on success only.
- Check consent behaviour as both an accepting and a refusing user.
- Test a click with a gclid through to conversion, including any cross domain steps.
- Compare Google Ads conversions against your CRM or back office for the same period. Some difference is normal, a large one is not.
Fixing tracking is the first stage of any review. Our Google Ads audit checklist covers what to check next once the data is trustworthy.
What happens to bidding after a fix?
If conversions were inflated or missing for a long period, smart bidding has been learning from bad data. After a fix, expect performance to move as the strategy adjusts. Avoid making lots of other changes during this period so you can see the effect clearly. For a short, known outage, Google Ads offers data exclusions so that smart bidding ignores the affected dates.

FAQs
Why does Google Ads show fewer conversions than GA4?
The two use different attribution models, attribution dates and scope. GA4 counts conversions from every channel, while Google Ads only counts those it can link to an ad interaction, reported against the click date. Some difference is expected.
How long do Google Ads conversions take to appear?
Usually within a few hours, but imported GA4 conversions and offline uploads can take longer. Always allow at least a day before deciding something is broken.
Should I use the Google Ads tag or import GA4 key events?
Either can work. The Google Ads tag is generally preferred for bidding precision. The key rule is not to set both as Primary for the same action.
Do I need enhanced conversions?
Not strictly, but enhanced conversions can improve attribution where cookies are limited by sending hashed first party data. They must be implemented with appropriate consent and privacy disclosures.
